Our Development Strategy
West Lothian Housing Partnership aims to grow through the development of new affordable homes for rent in West Lothian.
Our aim is to achieve the viability and scale needed to support direct provision of locally-controlled services and a keener role in community regeneration.
In development, we will always seek to:
- build well-designed, warm secure homes
- complete homes as soon as possible
- make effective use of public subsidy
- secure good private finance terms
- maximize the social and economic spin-offs of housebuilding
- build-in innovation, sustainability and quality
How we will achieve this
We have chosen to undertake a mixed procurement strategy: developing jointly with our Alliance partners, as well as the current projects on our own account. The Alliance approach should be recognized for its anticipation of, and congruence with, Communities Scotland’s Efficient Housing Investment Plan and development of its national procurement strategy.
We will measure the success of our approach to procurement against the criteria of risk minimization, quality, cost, speed and control.
The resources we will seek
In addition to private funding, we seek to access resources of land and funding through Housing Association Grant and direct Council funding (from prudential borrowing). We also seek to provide affordable housing, in conjunction with private landowners and developers through the Council’s implementation of its Affordable Housing Policy.
Who we will work with
We will work with organizations that share and can support our purposes and goals. As indicated, we are long-term partners with Horizon Housing Association, Almond Housing Association and Weslo Housing Management in the West Lothian Strategic Alliance
